The 10 second overload capability at twice rated power is there for one specific reason: motors. A submersible pump, a compressor or a lift draws several times its running current for the first second or two of starting. An inverter sized only to the running load will trip on that surge. Real buildings are never balanced. One phase carries the air conditioners, another the lighting, the third a pump that runs twice a day.
